The idea: The Frost Beast from the end of Thor 2 was never detained by S.H.I.E.L.D.. A private collector managed by capture the animal. But- as so often happens with exotic creatures kept by rich people with too much money and not enough sense- it has escaped!
Heroes need to try and stop it, Citizens avoid being turned into popsicles, Villains try to capture it for themselves (or take advantage of the chaos).
